Resend the certificate email (v2)
POST/tap/api/v2/users/:userId/resend
Resends the welcome email for the user's certificate bundle. Requires the admin role and email integration. The email is sent whether or not the sendWelcomeEmail setting is on; it includes a download link valid for up to 8 hours when the showBundleLinks setting is on, and attaches the bundle when the sendWelcomeEmailWithAttachment setting is on.

The user is unknown, the identifier is invalid, email integration is not enabled, or the certificate email could not be sent.
The caller does not have the admin role, or the target user is a super_admin and the caller is not.
The certificate bundle download link could not be generated. No email was sent.
