Rebuild a user certificate bundle (v2)

/tap/api/v2/users/:userId/certificate/bundle

Rebuilds and stores the user's certificate bundle from the user's existing certificate files. The certificate is not reissued. Requires the admin role.

The user is unknown, the identifier is invalid, or the certificate bundle could not be rebuilt.

403

The caller does not have the admin role, or the target user is a super_admin and the caller is not.
