Creates an AWS role. Requires the admin role.

The environment is missing or is not an emulated AWS partition; the account, agency, or role is null or has a blank value or valueAlias; another role in the same environment has the same account valueAlias and role valueAlias (ignoring case); or the role could not be saved, including when the request body is malformed.
The caller does not have the admin role.
