Update the custom firewall rules
POST/tap/api/v1/tools/firewall-rules
Applies Suricata rules to the account's custom firewall rule group. Requires the admin role.

The rules value is missing, or AWS Network Firewall returned an error, such as rejecting the rules; the message is the AWS error message.
The caller does not have the admin role.
The firewall rules tool is not enabled, or no Combine firewall override rule group is configured.
More than one Combine firewall override rule group was found.
The firewall rules could not be updated.
